Rosie O’Donnell’s daughter, Chelsea O’Donnell, was arrested for a third time in November while out on bond for previous drug charges
According to court documents obtained by Us Weekly, a car was pulled over by police due to loud exhaust in Niagara, Wisconsin, on November 18.
