Almost a handful of other senators would be willing to join him in demanding the bill be altered for more fiscally conservative changes, illustrating a razor-thin margin by which a switch of a determined few can completely transform legislation, Paul said. What Paul means by the “penny plan” is a six-percent cut across all discretionary spending that would balance the budget without immediately touching entitlement programs such as Social Security or Medicare. Senator Paul saved some of his most scathing remarks for members of the GOP who were willing to make no cuts whatsoever, just prior to a vote to rescind $9 billion of appropriated funds.
