Justin Bieber was spotted taking a puff as he decompressed with Dave Chappelle in West Hollywood in the early morning hours of Saturday.
It wasn't clear what Justin was smoking, but he could be seen exhaling a billowing white cloud in the outdoor seating area of the restaurant and bar, which has long been a popular spot for celebrities looking for a casual escape. The insider said Hailey's friends were hopeful that Justin's behavior would change after he became a new father to their baby son Jack, but her close confidants allegedly don't feel that fatherhood has made a significant impact. Concerns about Justin's wellbeing escalated last year, as his relationship with his former mentor Sean 'Diddy' Combs came under scrutiny after the rap mogul was sued by numerous women for sexual harassment, before he was hit with federal sex trafficking and racketeering charges.
