The EPD released a statement on Monday (Dec. 30) confirming law enforcement was dispatched to an apartment complex in Edgewater on Dec. 4 for a report claiming a man was standing naked outside a residence around 7:21 a.m. The clip showed Budden attempting to enter numbers onto the keypad multiple times before heading back to his residence across the hall. “These charges are merely accusations,” chief of police Donald A. Martin noted in the press release.
